Command Structure
EMS Director, Cathy Sunday

The EMS director is responsible for supporting REMS administration needs (budgeting, special projects, etc.) and ensures long-term projects (greater than 2 years) are completed.
Cathy Sunday, a Licensed Paramedic, experienced EMS worker, and chairman of the board of Harris County ESD 1, serves as the chief administrator of Rice EMS. She is also the instructor for the two EMT training courses Rice offers: EMT-B and EMT-I.
Captain, Robert McArthur

The Rice EMS Captain is the highest-ranking student in Rice EMS. The Captain is responsible for all patient care and operational aspects of the department, overseeing the work of the Lieutenants.
Robert McArthur, a Lovett College senior, is an Electrical Engineering major specializing in systems. Outside of Rice, Robert volunteers with Harris County Emergency Services District 1 and works for a private EMS service, Best Care. In the past, Robert has also done electrical engineering work, such as being an intern with Freescale Semiconductors in the Developer Technology department.
The Lieutenants
Three In-Charge EMTs hold the rank of Lieutenant, and are responsible for managing different operational areas of the organization. Though their duties in an emergency situation are no different from those of any other In-Charge, they have additional responsibilities which include everything from scheduling special events coverage to running the HEAL 308 EMT-Basic course. More information on the different Lieutenants' positions and personal biographies, is available below.
Ian Feldman, Operations Lieutenant

The Operations Lieutenant is responsible for overseeing the major aspects of the daily operation of Rice EMS. Those include ordering medical supplies, purchasing and maintaining medical, non-medical and communication equipment, maintaining the Rice EMS vehicle and golf carts and ensuring a smooth daily operation of the organization. Other duties consist of maintaining the Rice University existing Public-Access Defibrillator sites and initiating new sites.
Outside of Rice EMS, Ian Feldman (Sid '09, Mathematics) is involved in political campaigns and his college government. He has volunteered with several campaigns, including that of Congresswoman Ellen Cohen. He is also a Floor Representative on Sid Rich's Council, and does tech work for the Sid Musical. Over the summers, in addition to his responsibilities with Rice EMS, Ian does research in Computational Algebraic Geometry under Brendan Hassett.
Tim Shaver, Special Events Lieutenant
The Special Events Lieutenant is responsible for managing all EMS coverage that isn't part of normal day-to-day operations. This ranges from sporting events to Commencement. Rice EMS also provides coverage when dignitaries visit the campus, making the Special Events Lieutenant the liaison between Rice EMS and agencies such as the Secret Service and the State Department.
Tim Shaver is a Senior at Sid Richardson College, majoring in Biochemistry. Tim rides regularly with Community Volunteer Fire Department. He also teaches MCAT classes for Kaplan and has been involved in Sid government since his freshman year.
L. Parker Gregg, Education Lieutenant

The Education Lieutenant is responsible for managing the HEAL 308 EMT-Basic and HEAL 310 EMT-Intermediate courses, along with CPR and other eduational classes.
Parker Gregg is a Hanszen College senior and a Hispanic Studies major. Outside of Rice EMS, she rides with Community Volunteer Fire Department and Best Care EMS, a private transfer service.
EMS In-Charges
The title "In-Charge" encompasses the Captain, the 3 Lieutenants, and 2 non-Officer EMS personnel. The on-duty In-Charge responds in the marked Rice EMS vehicle that carries advanced medical equipment and ultimately approves all patient care decisions during his/her shift. The In-Charge is an EMT-Intermediate (meaning that they have Advanced Life Support training) and has the authority to administer certain medications that the duty crew EMTs cannot. However, the In-Charge most often supports the duty crew members as they propose and provide treatments.

Justin Miranda

Justin Miranda is a senior at Wiess College double majoring in Biochemistry and History. Outside of REMS he volunteers with Harris County Emergency Services District 1 and works with Best Care EMS. If you have any questions about becoming involved with REMS he would be happy to answer them.
George "Grant" Heberton

Grant Heberton is Lovett '08, majoring in Electrical Engineering, and is a Pre-Med. He volunteers with Community Volunteer Fire Department on weekends. Outside of EMS, Grant does Electrical Engineering work, including working in Austin, TX designing computer chips during the summer of 2007.
Andy Miller (On Sabatical)

Andy Miller, a graduate of the John Cooper high school, is an intermediate certified EMT and an in-charge with Rice EMS. Andy also volunteers on a 911 service with Community Volunteer Fire Department. Andy believes in the pursuit of personal achievement through outstanding public service, and he encourages anyone interested in volunteering with REMS to email him. Currently, Andy is spending a year abroad in Spain, and will return to Rice EMS in the 2008-2009 academic year.
